Milton Hershey School Set to Advance Updated West End Development Plan

Milton Hershey School, as the steward of Milton Hershey School Trust Real Estate, is moving forward with an updated Hershey West End development proposal that reflects extensive community input. The revised plan was presented to the Derry Township Planning Commission on Dec. 2 and will now advance to the Derry Township Board of Supervisors for review and approval on Dec. 9.

MHS has engaged in thoughtful conversations with residents and township leaders to ensure the plan aligns with community priorities. The project already received conditional use approval twice—first in 2018 and again in 2022 for the full master plan. This amendment to the plan demonstrates MHS’s commitment to addressing community feedback and delivering a project that meets local expectations.

Key Updates to the Plan

  • Reduced Residential Density: Original plan included approximately 625 mixed-use units. The revised plan features about 250 for-sale homes and townhouses, eliminating rental apartments to create a traditional neighborhood feel that aligns with Hershey’s character.
  • More Green Space: Significant increase in open areas for recreation and gathering, with a design that prioritizes walkability, connectivity, and community.
  • Commercial & Community Spaces: Thoughtfully integrated retail areas designed to support local businesses while offering residents convenient access to goods, services, and engaging community experiences.
  • Market-Driven Design: Studies indicate strong demand for single-family homes and townhouses in Hershey. Prioritizing home ownership supports community development, enhances local workforce stability, and aligns with the long-term needs of the township and the broader Hershey economy.

Located between Waltonville and Bullfrog Valley Roads, the West End project will provide for-purchase single-family and townhome units, elevated retail spaces, a premium select-service hotel called Hershey Inn & Suites—owned and operated by Hershey Entertainment & Resorts—as well as parks and walking trails. Hankin Group will serve as the West End property developer.
